Round Tables
The objectives of round tables are to bring parliamentary
and business practitioners to a neutral forum in order
to discuss relevant issues of policy and legislation.
“Competition and State Aid” in the framework
of the “National Programme” Europe neighbourhood
policy

The presentation and discussion of “Competition
and State Aid” chapter of the “National
Programme”, took place in Marriott Hotel on
the 3rd of December, 2005. The presentation has been
organised by the International Association of Business
and Parliament Armenia office (IABP Armenia) in cooperation
with Government of RA and AEPLAC. There were the members
of Armenian Parliament, Government officials, International
Organisations and NGOs among participants.
The
meeting was opened by the member of Parliament Mr.
Manvel Badeyan, who welcomed the idea of having open
discussions on the “National Programme”,
and Mr. Fredrick Hyde-Chambers – the Secretary
General of International Association of Business and
Parliament, giving the introduction to the IABP mission
and goals as well as thanking the Government of Armenia
and AEPLAC for partnering in the discussions within
the “National Programme”.
The director of AEPLAC Tigran Jrbashyan presented
the history of the development of the National Action
Plan including the examples of other European countries,
which went through the same process of approximation
of the national legislation.
Mr. David Harutyunyan – staff member of AEPLAC
and one of the authors of the chapter on “Competition
and State Aid” described the legislative areas
to be effected by the approximation of Armenian legislation
in the scope of the mentioned chapter.
During answer and question session and the discussion
which took place after the presentation Mr. Badeyan
– member of Parliament has raised concern on
what is going to happen with the legislative acts
which were adopted in 2005 and haven’t pass
any screening. Mr. Jrbashyan has mentioned about the
department to be created in January 2006 by the Government
which will be responsible for the screening of all
the legislation and give its comments on the applicability
to the EU legislation, and that the Department will
screen the laws which were adopted during the year
2005.
Participants of the meeting have welcomed the work
done by the Government and AEPLAC in particular and
underlined their interest in participating in further
developments of the “National Programme”.
It has been preliminary agreed to hold the next presentation
at the parliament in the second half of December for
Members of Parliament, businesses and NGOs.
