Coordinating council (CC) was formed with two MPs from each faction and independent groups – 12 MPs in total. Observers are drawn from the local international donor community. Monthly meetings of CC are Chaired by the Speaker of the Parliament, Mr. Marian Lupu. In his absence, the meetings are moderated by the IABP-Moldova Country Director, Dr. Romeo Turcan .
The chief objectives of CC are, in tandem with IABP-Moldova, to:
- Shape the Business and Parliament mechanism to the needs of the Parliament;
- Agree a schedule of activities that supports the legislative programme of the Parliament;
- Develop the mechanism to a level that makes it eligible for election to membership of the Association and accreditation as a national mechanism adhering to the internationally recognized Code of Principles which defines the mechanisms;
- Ensure the integrity of the programmes.

Purpose: |
Recent enlargement of the European Union (EU) offers the opportunity for the EU and Moldova to develop an increasingly close relationship. Specifically, the acknowledgement by the EU of Moldova’s European aspirations made it possible the adoption of the EU/Moldova Action Plan.
One of the aims of the EU/Moldova Action Plan is to harmonize Moldovan legislation, norms, and standards to those of the EU. As a result of this harmonization, solid foundations for further economic integration based on the adoption and implementation of economic and trade-related rules and regulations with the potential to enhance trade, investment and growth will be built.
The key success factor in achieving this aim is to enhance the legislative process by building mutual understanding, developing trust, and establishing a transparent relationship between parliamentarians of all parties and business people.
Within the framework of the Action Plan, as well as within other existing economic and social development strategies adopted by the Moldovan Parliament, the IABP offers an internationally recognized protocol aimed at enhancing the relationship between MPs and business community in a transparent and non-corrupt way, and informing legislative process.
This relationship will result in a dialogue, which will help identify the needs of the business community for the purpose of developing legislation and policies that achieve maximum benefit and have minimal unintended consequences. |
Activities of the Scheme: |

Pre-legislative reviews – it provides an opportunity for quality and in-depth discussions on significant issues related to business and the economy involving parliamentarians, government representatives, businesses and experts. This programme is usually conducted outside the Parliament in the form of a committee of inquiry.

Business and Company Attachments – they are designed based on the particular interest of individual MP in specific business sector (business attachment) or specific company (company attachment). The programme lasts 2-5 days depending on the issue and size of enterprise and aims at reaching an in-depth understanding of a particular aspect of the business sector, a small or major enterprise or business. The programme is tailored to the needs of the MP and uses the learning through involvement approach. Besides the benefits of more informed legislators, this form of involvement with business tackles ‘administrative-command’ stereotypes widespread among politicians and contributes towards a transparent and non-corrupt relationship.

Discussion Forums – these round table discussions strengthen the work of Parliamentary Committees in terms of better representation and oversight of the executive on issues relevant to business and the economy. This is used either for responding to a particular problem which exist in the economy or to act as catalyst for initiating policy changes.

European Fellowship – it is conducted in countries of one of the IABP’s European national schemes ( Belgium, Finland, France, Netherlands, Portugal, Sweden, Spain, UK as well as within National Assemblies of Northern Ireland, Wales and Scotland) or the European Parliament. The programme addresses particular interest in policy area or regulation and brings one or two MPs sometimes accompanied by business representatives to the country with relevant experience. IABP national schemes have the capacity to host fellowships. European fellowships include meetings with relevant companies, representatives of government and Parliament as well as interaction with the practitioners of the respective Business and Parliament Scheme.
In addition, the IABP will arrange Irish Fellowships. These will be similar to the European Fellowship but will focus on the areas of interest expressed by MPs in respect to the Republic of Ireland.
- Constituency Programme – special attention will be paid to regional business representation and programmes giving regional exposure; this component aim at enhancing constituency work by the MPs. It includes meetings with representatives of local economy, covering all relevant sectors, and strengthening communication between the group and the representative.
- Peer to Peer support – it considers visit of an MP or senior business practitioner to respond to particular interest of the Parliamentary Committee. Issues are not necessarily related to business but the IABP is using the network of its business and parliament schemes. Interaction with their peers from European parliaments has positive learning and attitudinal effect which strengthens ties and contributes towards a country’s future of European integration.
- Regional workshops – there will be two workshops arranged bringing stakeholders from all four countries in order to ensure experience sharing and regional cooperation between business and parliamentary leaders from Georgia, Ukraine, Armenia and Moldova.
- Business Resource Centre – the IABP will form Business Resource Centre in all of the Parliaments, which will offer tailored resource materials on business and economic issues to the interested MPs. The resource will be drawn from extensive network of business companies internationally as well as from the local member companies. The Centre will play important role in ensuring appropriate follow up of each programme.
