An independent, private, non-profit association having as its object the study and popularisation of the role of private enterprise in a market economy. It promotes closer links between the business system and the educational political system.

Length of Attachment: Parliamentarians spend a minimum of 8 and a maximum of 21 days in the company, and attachments, continuous or otherwise, must be compatible with the legislative calendar.
Other Scheme Activities: In addition to the attachments, the Scheme offers:

“Understanding Companies”: One-day Seminars at a participating company with MPs in the Scheme and Commissions of Congress and Senate; Individual visits to participating companies on specific issues;

“Breakfasts I & PS”: On Círculo de Empresarios’ Policy Statements, with MPs in the Scheme, and/or MEPs and Commissions of Congress and Senate;

“Briefings with MPs”: Talks on specific issues by MPs and MEPs, with Círculo de Empresarios’ membership;

“European Programme”: The International Schemes, in the European Union countries, open their doors for “exchanges” of MEPs;

“Understanding Parliament”: One-day Seminars in Congress and/or Senate for entrepreneurs and Liaison Officers;

“International Conferences – every two years – hosted by a National organisation;

“Diploma Giving Day” to MPs in the Scheme, with the participation of an Honorary Guest Speaker.

The Scheme has no specific budget. The everyday expenses incurred are defrayed by the Círculo de Empresarios. Moreover, any expenses deriving from MPs’ attachment to companies are initially paid for by the Círculo and subsequently charged to the company in question. Payment of expenses incurred by MPs is always channelled through the sponsoring institution.

MPs are under no circumstances expected to meet any expenses deriving from their participation in the Scheme, nor are they to have any direct financial dealings with the company to which they are attached. As far as their expenses are concerned, as appropriate, they are administered and paid for by the Círculo de Empresarios.
