International Conference on Integrated Border Management: Trade facilitation and Security Management: IABP-Moldova, under the auspices of the Moldovan Parliament and the British Embassy in Moldova, will hold a conference on integrated border management focusing on Trade and Security issues. The conference aims to discuss subjects relating to the EU and Moldova’s current position regarding its border management. It intends to bring together key stakeholders to improve inter-agency cooperation and use this to propose solutions to a range of issues confronting Moldova’s policy towards border management.



Topics to be raised at the conference are:
  • Harmonizing current procedures with European requirements * Ensuring effective implementation of border management reform * Meeting the objectives of the EU Moldova Action Plan and Economic Growth and Poverty Reduction Strategy * Encouraging foreign direct investment through trade facilitation * Promoting legitimatemovement of goods * Increasing revenue collections and economic growth * Looking ahead to new status for Moldova as neighbor of the EU.
  • Strengthening inter-agency cooperation and coordination* Simplifying and integrating existing border management procedures * Generating greater access to information for traders and transporters * Implementing adequate regulatory and legal frameworks to enhance cooperation * Increasing international cooperation and exchange of information * Building public -private partnerships * Participating in International mechanisms for trade facilitation.
  • Concentrating scarce resources on areas of high risk * Implementing risk analysis and selectivity * Preventing all forms of trans-border crime, including trafficking and drug smuggling * Fighting terrorism and proliferation * Creating a level playing for traders and transporters by addressing undervaluation and unfair competition * Facilitating the exchange of operational intelligence * Strengthening the protection of the green border * Creating conditions for maximum trader compliance.
  • Implementing the ‘single window’ concept to expedite processing of commercial cargo * Developing seamless information and communication networks for improved border management * Introducing tracking and relaying technology for use by traders and transporters * Providing adequate facilities and examination/detection equipment* Deploying advanced technological solutions for all types of border operations *Adopting wireless communications.

The conference intends to bring together the representatives from the following organizations and institutions as well as individuals representing the business sector (Major business associations as well as those from SMEs that are involved in cross-border relations): Both the executive and legislature of the Moldovan government including the Speaker of the Parliament and the Ministers for the Economy/Commerce, Reintegration and Foreign Affairs/ European Integration; national think tanks and policy makers; International organizations specializing or with a stake in this field; representatives of the international community such as the World Bank, the OSCE and amnesty international as well as number of ambassadors and foreign government representatives.

The event will be held 29 st of January 2007 in Chisinau at the LeoGrand Convention Centre. It will be staged in four parts each co-chaired by the following participants - Rt Hon Bruce George MP, President of IABP; Grigore Petrenco MP, Chairman of the Foreign Affairs Committee; Corobco, IMG; Victor Burunsus, World Bank and George Gigauri.
