Autumn series of company attachments for Moldovan MPs

In September, IABP-Moldova, in co-operation with USAID funded project CEED (Competitiveness Enhancement and Economic Development), launched the autumn series of company attachments for Moldovan MPs. The scope of these company attachments lies within the broader regulatory framework of the draft Law 235 (Guillotine 2). The draft Law 235 introduces radical new approaches in regulating the relationships between the State and the entrepreneurs, and is due to come into force as of January 1, 2008. Currently this Law is being debated by MPs and the business community.

The aim of these company attachments is to bring MPs and entrepreneurs together to discuss barriers and challenges the State and entrepreneurs would encounter in the process of implementing this Law: be these licensing or definitions of various specific concepts that are critical for companies and regulators, and find ways to enhance it. Also, MPs will have the opportunity to learn about best business practices and new investments these companies made in recent years to enhance the competitiveness of their products and services.

Six company attachments have been planned to be conducted in total over the months of September and October in two industries: wine and software that are considered by the Moldovan Government as the key driving industries of the economy. The first two attachments took place in the second half of September. Mr. Cosarciuc, the Chairman of the Agricultural and Food Processing Committee, and Mr. Marandici, the committee advisor, visited one of the leading wine making companies in Moldova, Acorex Wine Holding (www.acorex.net) (Foto 1). Mr. Banari, from the Committee on Foreign Policy and European Integration, visited the software company SoftCom (www.syscom.md) (Foto 2). The discussions centred primarily around four generic topics: problem statement, problem analysis, and its positioning within the broader legal context, and solutions to the problem.
